A developer from Charlotte, Catalyst Capital Partners, has submitted plans to the Buncombe County Planning and Zoning Department for a mixed-use development on the Crossroads Church property at 20 S. Bear Creek Road. It includes 802 residential units; 14,400 sf retail space; 50,400 sf office space; 64,000 sf self storage space; with approximately 1400 parking spaces. The development would be built on a 68 acre tract of land with the majority (85%) of the build-out happening in Phase I from Spring 2020 - 2022. This land is surrounded on three sides by the City of Asheville but is not within the City limits. It is zoned PS for Public Service. The developers require only a Conditional Use permit from the Buncombe County Board of Adjustment to proceed. This appointed board's vote based on a single public hearing meeting is the only oversight the developers are subject to according to the current zoning ordinance.

This would be the largest multi-family development in all of WNC. As proposed, it has 50% more residential units than the next largest development plus commercial and office space. It is 3x larger than a typical multi-family development. It has no affordable housing.         www.avl-crossroads.org

We, the undersigned, are gravely concerned about the impacts of this potential development to the health and safety of persons in the area or surrounding properties. We believe it will be detrimental to the public welfare and injurious to property or public improvements.

We ask that you deny the application for conditional use based on these concerns. Buncombe County can do better!
