A developer from Charlotte, Catalyst Capital Partners, has re-submitted plans to the Buncombe County Planning and Zoning Department for development at 20 S. Bear Creek Road on land between the Crossroads Church and the Hominy Creek Greenway. It now includes 660 residential units; with approximately 1200 parking spaces. The development would be built on a 55 acre tract of land with build out starting in Summer 2021. This land is surrounded on three sides by City of Asheville residential neighborhoods but is not within the City limits. It is zoned PS for Public Service. The developers require only a Conditional Use permit from the Buncombe County Board of Adjustment to proceed. This appointed board's vote based on a single public hearing meeting is the only oversight the developers are subject to according to the current zoning ordinance.

This would be the largest multi-family development to date in all of WNC. It is 2x-3x larger than a typical multi-family development, and includes only 5% affordable housing starting at $1045/month for an efficiency apartment. 95% of these units would be market-rate rentals. www.avl-crossroads.org

We, the undersigned, are gravely concerned about the impacts of this potential development to the health and safety of persons in the area or surrounding properties. We believe it will be detrimental to the public welfare and injurious to property or public improvements.

We ask that you deny the application for conditional use based on these concerns. Buncombe County can do better!
