Why this petition matters

By law, all dogs must be leashed in communities, walkways and community parks, to protect residents of all ages, especially little ones who may be vulnerable to dogs. However, it seems that not all the dog owners are quite aware of this by law, and we witnessed more and more dogs being unleashed in communities all around Toronto, in our neighbourhood–Agincourt community (and other communities in Toronto as well). After several conflicts between dog owners and young parents, including verbal and physical conflicts, we noticed conversation/negotiation during conflicts is the least useful approach to solve the problem. A more serious penalty and dog friendly community facility can be the final resolution. 

We, both non dog owners and dog owners strongly suggest municipal government to step in this embarrassment situation, at the same time, we offer two advice for them as a reference:

First, since some dog owners are not well aware of the by law of unleashed dogs, the municipal government would better put eye-catching signs with clear comments on how many penalties will be, for off-leash dogs in resident communities, and also not collecting dog’s waste in children’s playgrounds/water splash, followed by a direct complaint phone number for easy access. 
Secondly, dog parks are not commonly seen in Toronto. As I know, there are only two dog parks in the Agincourt community, which is one of the reasons that dog owners choose community parks instead of dog parks to walk their dogs. Dogs are creatures who are eager to run and jump in open spaces. For dog owners who care about the physiological health of their dogs, and try to create more spaces for them to run freely, we suggest the municipal government include small dog parks within every community park, in the corner with the least residents' houses. Strong and solid fences are recommended to prevent crushing down by dogs. 
Dogs are friends of humans, we should try our best to build a more human and dog friendly environment.
