BSNL Should Allow Its Users To Deactivate Their STVs

I think BSNL should allow its users to deactivate an STV if they want to. The thing is that I was using the BSNL STV333 but 3GB FUP everyday is not enough for me so I recharged my phone number with STV1099 but the speed still decreased after 3GB. I contacted BSNL customer service and requested them to deactivate my STV333 and they told me that the plan which has been activated first will only work until its validity is over. STV333 has a validity of 3 months whereas STV1099 has a validity of 1 month. So basically what BSNL told me is that my money has gone to waste and they don't bother to do anything about it.
Now this is just an example, there would be many more users who have faced such circumstances but these telecom companies don't care about just a single individual complaining. I think it's time to stop this. I think us, the customers should should have the right to modify our plans and services as per our need because it is us who are paying for these services. The sum I spent (Rs. 1099) is now useless because neither BSNL would make STV1099 my primary plan, nor would they provide me a refund.
But this is something bigger. I am just an individual, just imagine that a 1000 people make the same mistake, we just spent Rs. 10,99,000 on nothing. Profit to the company because of their policy, loss to the customers because of their 1 simple mistake.
This is my humble request to the people who are seeing this petition to sign this to put an end to this. This may have never happened to you but it can as long as it exists.
