This new tax is UNJUST AND UNJUSTIFIED.
The worst thing we can do is throw more hard earned tax money at the problems in our school system until it’s known whether the current $5 BILLION budget is being effectively used.
The School SUPERINTENDENT has NO SPECIFIC PLAN NOR BUDGET for this New TAX revenue . FIRST, Superintendent Runcie must resign. Then the newly elected School Board and new Superintendent will determine what is needed to #FIXIT.
On June 27, 2018, the embattled “lame duck” Broward County School Board and “persona non grata” School Superintendent Robert Runcie abruptly and quietly slipped a 1/2 mill increase in Broward County Property Taxes onto the AUGUST 28 PRIMARY BALLOT when only 7% of the registered electorate traditionally vote, instead of waiting until the November General Election, as did Miami/Dade and Palm Beach Counties
Most of the BROWARD COUNTY COMMISSIONERS have been complicit by their silence in this civic travesty. Because the School Board has independent taxation power, the Commisssioners claim mea culls even though they voted to approve the Ballot as a “ministerial action”. In fact, Commissioners Nan Rich (whose odaughter in on the School Biard) , Beam Furr and others who are part of the Broward County Political Cabal, guided by Debbie Wasserman Schultz, are pulling the strings of the School Board to protect and cover up the gross negligence and malfeasance of Superintendent Robert Runcie and Sheriff Scott Israel.
This taxation process lacks adequate notice, disclosure and debate and will be litigated under the State Sunshine Law if the Tax is not withdrawn from the Ballot, deferred or is not defeated at the polls.
The new levy would raise annual Broward County property taxes of 1/2 mill (over $90 million fleeced from the Taxpayers in the first year). The Tax will increase each year as the County raises property assessments.
“NEVER LET A CRISES GO TO WASTE”
Our children MUST be made safe and secure and good teachers deserve to be rewarded based on merit. The problem is that many of those in power put their personal and political agenda before the welfare of children, teachers and the taxpayers. Otherwise, the Parkland Massacre would have never happened.
Under the guise of “school security and safety”, the School Board and Superintendent Robert Runcie are disingenuously exploiting the Public’s concern and sympathy for the tragedy of the Parkland Massacre as a smokescreen to increase their budget, staffing and political power.
They are trying to “railroad” this Tax in August when many Local Voters are still away and turnout is low. Also, most seasonal property taxpayers are not here in the summer as well.
BROWARD SCHOOL SYSTEM MONEY PIT
The highly politicized School Board and their unqualified, handpicked Superintendent, an Obama protege from Chicago, have been proven incompetent and negligent. Runcie was bright here from Chicago by Wasserman Schultz and Nan Rich to implement the controversial “PROMISE” program and, ironically, it took the Parkland Tragedy at Marjory Stoneman Douglas High School (MSD) to expose the misfeasance and malfeasance of their corrupt and inept leadership and failed social engineering policies.
And, MSD is one of the best schools in the system! THE TRUTH BE KNOWN, what led to the Parkland Massacre is but the tip of the iceberg. What happened at MSD has been intensely investigated, exposed and documented over the last four months by the Sun-Sentinel and its team of reporters. The results of these investigations will be detailed in this Petition’s DAILY UPDATES.
No more new Taxpayer money should be thrown at this massive bureaucratic nightmare until Runcie and this School Board have been replaced and there has been a thorough accounting of the more than $5 BILLION annual budget that is already being misspent.
EXISTING SOURCES OF TAXPAYER DOLLARS
1. The Broward County School Budget is the 6th largest in the nation. The School District budget in 2017 was over $3.6 BILLION. It is increasing every year as the County Increases property owners’ assessments. The School Board and the Superintendent have shown very little accountability for these Taxpayers’ funds.
2. Four months ago the State of Florida allocated millions to implement school security proposals in the wake of the Parkland Massacre. The School System is already delayed in implementing these measures due to the inept leadership of the Superintendent and School Board. Runcie has been the object of intense criticism and demands for his resignation grow every day, supported by revelations in the media, of widespread systemic failures before and after the Parkland Massacre.
3. In 2014 an astounding $800 MILLION Broward County School Bond was issued, $132 MILLION of which was earmarked for “school safety and security”. Tragically, the implementation of this funding was slowed by bureaucratic delays. For example, had Parkland’s fire alarm upgrades not been delayed the Massacre might have been prevented.
4. In 2014, unwary property owners, duped by their elected officials, “voted” to indefinitely extend another 1/2 mill property tax levied in 2000 that was supposed to “sunset”. This CSC property tax created another County bureaucracy, the Children’s Services Council”. The tax raised $69 million in 2016 which rose to $76 million in 2017 and may exceed $90 million in 2018 based on the County’s increases in property assessments. While there is no denying the need for children’s services, how have these funds been spent and have the programs proven to be effective? Perhaps these funds should now be re-prioritized in light of MSD?
WHERE IS THIS TAXPAYER MONEY GOING?
The worst thing to do now is to throw more tax money at the problem until it’s known whether the current almost $5 BILLION and other funding are being effectively used. The School System has NO SPECIFIC PLAN NOR BUDGET for this new tax revenue. Every one of the 13,000 teachers could get a $2000 raise and that would use $26,000,000. What is happening to the other $70 MILLION?
NEW PROPERTY TAX WILL “IRREPARABLY HARM” REAL ESTATE MARKET AND LOCAL ECONOMY
A property tax increase (not to mention a proposed unrelated increase in the Broward County Sales Tax) will have a disastrous impact on the local economy, job market and, especially, the real estate market. This tax will also be passed through to renters which will make housing even more unaffordable.
