Under 18's shouldn't be charged adult fares on public transport

In the UK from the age of 16 you're charged an adult fare on public transport, but we aren't adults. In other aspects of society we aren't treated as adults, so why is public transport any different ? We aren't allowed to vote or leave school, both which you can do when you become an 'adult' at 18. There's different interpretations of 'adult' and I believe that this should change and there should be one definitive age bracket.
