In past years resubmissions can give students great opportunities to help them pass assessments at school. This could have a huge impact on their grades as they could take their grade from a not achieved to potentially a merit or  excellence. Last year NZQA changed this rule throughout  all of New Zealand's high schools, this impacted mainly students that were in NCEA levels during this change. They could have been a chance of getting a better grade and had lost this ability all due to one rule. The only  resubmissions that are currently allowed is at this point is a not achieved to an achieved. This is only applicable if it is close. This can be heartbreaking for academic students or students that strive for high marks. It hinders year 13s the most as many are trying to get into universities or other tertiary courses.
