Georgia Daylight Savings Time

Georgia Daylight Savings Time
I would like to petition that starting in 2022 we simply move the end date of Daylight Saving Time in Georgia from the first Sunday in November (November 6, 2022) to the first Sunday in October (October 2, 2022).
The sunrise gets later by one minute each day. By the time we reach October 1, the sun doesn’t begin to rise until 7:33am on Daylight Saving Time. By the time we reach the current Daylight Saving Time end date (first Sunday in November - this year: November 7, 2021) the sun will not rise until 8:03am. Which means we have kids standing at bus stops for almost an entire month in complete darkness.
All of this could be solved by simply moving the end of Daylight Saving Time one month earlier to the first Sunday in October. If this were the case now (currently it is early October when this is petition is being created) the sun rise would have begun around 6:40am. This seems to make logical sense as most schools and businesses all begin in the 8:00-9:00am window and people are waking up and commuting to work.
According to the research, the US Department of Transportation manages Daylight Saving Time. And their studies have shown “negative impacts on people’s health and circadian rhythms because of time changes as well as a higher number of car crashes and workplace injuries in the days after a time change.” (See reference below.)
“Federal law allows a state to exempt itself from observing daylight saving time, upon action by the state legislature, but does not allow the permanent observance of DST.”
One another note, this change would also mean that we are on Daylight Saving Time closer to the same amount of time we are not on Daylight Saving Time. Currently we are on DST 8 months out of the year: March - November. This change would put us on DST 7 months out of the year.
