We, the people of Tinton Falls, are tired of being left in the dark when it comes to matters of our
well-being. We are in search of a better way forward, a new day where we can come together
with our local officials and truly be open about the happenings in our town.
The 2010 Host Agreement for the Monmouth County Reclamation Center (MCRC) is a
resolution between the Borough of Tinton Falls and the County of Monmouth to compensate our
community for having the landfill in our backyard. This agreement expired December 31, 2017.
Our Borough receives financial benefit for having the MCRC in our town and backyard. Through
this agreement our Borough is to be given proper representation on landfill matters by way of a
6 person council made up partially of Tinton Falls residents.
For the past 16 plus months, the County has continued operating the MCRC under the terms of
the expired Host Agreement noted above. This means we are receiving the prior Host
Agreement Rates and Terms with no adjustment of rates or terms to reflect the current situation
and issues at the MCRC. We are also requesting the Town Council seek retroactive pay during
this time period while hosting the MCRC without a proper Host Agreement in place. To make
matters worse, the Council noted above, with Tinton Falls resident representation that was to
be established under the expired Host Agreement, to date has never been implemented. We
must ensure this Council is provided for and established under a new Host Agreement.
The new Host Agreement between the Borough of Tinton Falls and the County of Monmouth is
on the horizon. The Borough and County are currently working to complete negotiations. Via
this Petition, we demand that once negotiations between the Borough of Tinton Falls and
County of Monmouth is completed, that the Borough schedule an Open Public Comment
Hearing prior to the Town Council voting on a new Host Agreement. This is critical, as once
voted on, the opportunity for resident comment will have passed and the new Host Agreement is
final. It is time for full transparency and cooperation.
We deserve the right to hear the new Host Agreement. We deserve to be heard to voice our
opinions on the plan:
1: We want our seats on the advisory council (promised in the now defunct 2010 Host
Agreement) to be included AND subsequently enforced in the new Host Agreement.  We
deserve to have our voices and opinions received and heard at the table alongside our public
officials!
2: Our homes and our neighborhoods play host to the MCRC. It is our right to know what goes
into the Host agreement, not just a select few. Make the Public Meeting happen now!
3: We deserve to know the plan before it is put into effect. We shouldn’t be kept in the dark.
Transparency is key!

In lieu of the Borough of Tinton Falls and County’s failure to keep up their end of the bargain
with providing our Tinton Falls residents with proper communication about issues at the landfill,
we must make these decisions a truly public matter. Send the Borough of Tinton Falls this
message:
Open a Public Comment Hearing on the new Host Agreement for the Monmouth County
Reclamation Center.
Tell the Borough of Tinton Falls that we will not stop until we have full transparency. We must
have a Public Meeting, open for all to see and have our voices heard. Our Borough’s future
depends on it!
