Request to amend Ordinance 15-2008 to allow pet chickens

Atlantic Highlands Ordinance 15-2008 amending Chapter V, "Animal Control," allows for potbellied pigs, rabbits, parrots, and snakes as pets.  It also states that for any chickens to be kept as pets, 5 acres are needed.  

I am requesting to be able to keep up to 3 domesticated hens (no roosters) as pets on any residential property with a yard, provided all other animal regulations are followed regarding humane treatment, control of noise, odor, trash, and running at large, and maintenance of common courtesy in the neighborhood. 

Chickens as pets provide many benefits, including elimination of outdoor pests such as ticks (bearing Lyme disease and other infectious bacteria), grubs (which damage garden plants and attract moles), and help reduce household organic trash.  Backyard chickens also produce eggs for consumption that higher in vitamins and minerals, free of industrial pesticides, antibiotics, steroids, and are lower in cholesterol than commercial eggs.

Provided the breed of chicken is well selected for the community and that it are properly cared for, there are no inherent negative characteristics to a pet chicken.

There are many active online petitions for allowing backyard chickens in communities around the nation, and many towns that do not have regulations against them, for example, Middletown, NJ.

I have reviewed the "Animal Control" ordinance from the link below, and request that "and up to three chickens" be included in the understood list of household pets at the end of the FARM ANIMALS clause of Ordinance 15-2008.

I understand that should this amendment be adopted, it is the owner's responsibility to contain the pets in a suitable outdoor coop and run, and also to restrict the pets from running at large- strictly to the owner's property- as would be expected with dogs or cats.
