Re: Class of 2024 - State University of Medicine and Pharmacy “Nicolae Testemitanu” in the Republic of Moldova

Dear Board Members of the Dental Board of California:

We are the parents of currently enrolled American dental students at the State University of Medicine and Pharmacy "Nicolae Testemitanu" of the Republic of Moldova (“Moldova”).  Our children applied to and were accepted to the Moldova foreign dental school in 2019, and are scheduled to graduate in June 2024, after completing the University’s 5-year dental program.

Our children’s dream of becoming dentists may no longer be attainable due to changes enacted by AB 1519 (Low).  We do not understand how the Dental Board of California could in good conscience sponsor legislation that they knew would terminate Moldova’s California accreditation in January 1, 2024, PRIOR to the graduation of the currently attending classes.  At the August 2019 DBC board meeting, Board member Larin questioned the impact the change in the law would have on students.  The response was that the change in the law would have no impact on students and that the universities would be notified of the change in law AFTER the Governor signed the bill. (Attached is a copy of the Minutes from the August 2019 meeting which reflect this discussion).  The timing of the notification is made even more concerning when you account for the timing of the legislation which occurred through last minute amendments and was signed by the Governor in October 2019, months after our children were already enrolled at the University.

The University has informed us, and our children, that it is attempting to obtain an extension through the Legislature.  Currently, we are working with Senator Roth’s proposed legislation (SB 607), which provides for an extension of accreditation for an accredited foreign dental school until December 31, 2026.  HOWEVER, SB 607 only provides an extension to the La Salle foreign dental school.  Hence, we are requesting that SB 607 be amended TO ALSO PROVIDE AN EXTENTION TO MOLDOVA. 

Our basis for requesting this extension is primarily to ensure that our children, who were enrolled in August 2019, are able to graduate from a California accredited school in June 2024.  The required testing to graduate is set by the university and occurs in May – June, so it is not possible to accelerate the testing schedule.  Additionally, we believe more time is necessary because of the impact of COVID–19.  There are students who are behind in their curriculum because of COVID-19 and may not be able to successfully complete the dental program on time.  Moreover, we question the fairness of providing one foreign dental school with an extension while at the same time denying the same opportunity to the students in Moldova. 

As members of the California Dental Board, WE URGE YOU to do the right thing and support an amendment to SB 607 that will extend the California accreditation for the Moldova foreign dental school to December 31, 2026 and help rectify the issue caused by your sponsorship of AB 1519.  The California Dental Board’s support will hopefully improve the chances of the legislature taking action to spare our children from this situation that will have lifelong consequences if their school loses its accreditation prior to their graduation.
