Stop General Dollar in Rice VA

 I have lived on Rice’s Depot Rd since 1991, in Rice, Virginia. Par 3 Development   is now planning on building a General Dollar store on the corner lot of Route 460 and Rices Depot. When you enter into Prince Edward County from 460 or 307 you come are greeted by the Village of Rice.  Rice is a small  historical area that includes Lee’s Retreat and the Battle of Rice’s Station ( a prelude to the Battle of Sayler’s Creek). We are proud to be the host of the  High Bridge Trail State Park and have a large parking lot for access to the trail. We want to maintain this small bedroom community.  We feel it’s inappropriate to change the zoning to allow a special use permit for a business that is not necessary to our community. There is a general store within a block of the proposed site (Jenkins). There is a Dollar General going both east and west on Route 460 within 8 miles, one in Farmville and one in Burkeville. 

We have major concerns with the traffic near the proposed site. That particular area has been studied by VDot prior to 2010, in that study it stated it had inadequate length of turn lanes to 307 from both northbound and southbound 460. The sight distance is limited due to the curvature of 460.  The Prince Edward Board of Supervisors added this area to be addressed in their Safety Congestion Priority List of 2014, considering it a priority.  The suggested changes have not been implemented to date, although the number of crashes in that area exceed the planning threshold.

We are asking that the Planning Commission not  allow the Family Dollar to place a business in a known traffic risk site that still has yet to be addressed, that they follow their plans as stated in their comprehensive plan to address the issue and not compound the issue.

We are also concerned about the following:

*The negative impact on the property values

* The increase in light pollution

*The increase in traffic in a residential area, with Dollar Generals  open 364 days of the year.

*The increase in crime and safety issues

We also encourage the board to do as they have cited in their Comprehensive Plans to work with the various communities to identify appropriate village center areas and to control the character of development within village center areas, particularly with respect to signage, landscaping and scale.
