My name is Rusty and I have been on the sex offender registry for 18 years without failing. I have not reoffended. I was a model parolee, and I have not been in trouble since then. I've been trying to find housing. I do not qualify for the fair-trade housing act. I do not qualify for section 8, and I cannot get into a rental. It is at the landlord’s discretion as to if I can be a renter. I have been denied seven times due to a charge that happened 17 almost 18 years ago. The Tennessee sex offender registry now has your home address information, your car information. The make and model and your tag number displayed for the public to see. They also now as of this year list your employer for all the world to see. Now employers will have to make a hefty decision. Should they keep a sex offender employed, or should they terminate the offender from his job. It could cause more problems for the employer if he keeps the sex offender. In the past I've had my brake line cut, back axle cut in half, I have even received death threats. I have had residents in my area make false accusations such as, I was at the kid’s bus stop when I wasn't. Law enforcement investigated the claims and found it to be a lie. I ended up pressing charges against the person that said these things. The Tennessee registry as it stands in Tennessee right now is unconstitutional. It keeps any offender from ever being able to be fully rehabilitated. It will not allow for fair housing; it will not allow you to receive rentals and you are at the mercy of a landlord. In Tennessee the landlords do not have to rent to you, and there's no laws that say they have too. That will leave many homeless and will lead more likely to drug use, and reoffending. Society wants us to be rehabilitated and be a positive member of society. However, with these things that hinder massively, there is no way for offender to ever put his life back together and feel stable. In case you're not familiar with most offenders they came from unstable lives. It's not an excuse it is only a fact. You ask these TENNESSEE SEX OFFENDERS to come out of prison and become a positive member of society. But TENNESSEE Does not allow them to have the tools to even have a normal lifestyle ever. Prior to this I had lived on property that was owned by family, Family has since passed away and the property was sold, which will leave me homeless if I cannot find housing. I am choosing to stand up for my rights as a BASIC HUIMAN BEING. I know you may not like Sex-offenders, And I understand that. However, we are still human beings, and we still need to have to have BASIC HUMAN RIGHTS, such as assistance for HOUSING and JOBS, like any other human being. It is unconstitutional, and unfair for it to be excluded from TENNESSEE SEX OFFENDERS when we are the ones coming out of the prison systems, back into society. The Tennessee Sex offender registry needs to be overhauled massively, other surrounding states have a tier program tier 1, 2, and 3 tier programs for offenders. Tennessee needs to adopt this TIER PROGRAM. Tier 1 offenders would no longer be on the registry as they are deemed to not be a threat to society. They are the offenders who completed everything with no issues for many years. Tier two and three offenders will remain on the registry and remain monitored. Tier 3 offenders are your most violent. These are the pedophiles; these are the ones that need to stay under a constant surveillance for fear of them reoffending. SOCIETY needs to understand there is a DIFFERENCE between a sex offender and a pedophile, yet no State makes it clear distinction between this. When most hear the word sex offender they assume pedophile, even though there are many other offenses that can land you on the TENNESSEE SEX OFFENDER REGISTRY. Sum are not even of a VIOLENT OR SEXUAL NATURE. I.E. PUBLIC EXPOSURE, OR PUBLIC URINATION, OR A LEWD SEX ACT CAUGHT IN A PUBLIC LOCATION can land you on the TENNESSEE SEX OFFENDER REGISTRY EVEN FOR LIFE. SOME of these offenses do not even have victim such as internet crimes like mine was. Mine was a cybercrime that did not include any actual person. That left me as a LIFETIME OFFENDER ON THE TENNESSEE SEX OFFENDER REGISTRY. Sending nude pictures to your significant other can land you on the registry. The FCC has a rule that states, if anybody sends pictures back and forth it is a crime. Yet almost everybody does this daily. My point is this SEX OFFENDERS are no longer seen as A HUMAN BEING, and they are not even given BASIC HUMAN RIGHTS. I am fighting for the rights of myself and others like me, who are being DISCRIMINATED against. SEX OFFENDERS IN THE UNITED STATES cannot get fair housing. The fair housing act does not include us we are EXCLUDED. WE the offenders cannot get jobs, we cannot get rental assistance, and will be homeless because of this. I understand that many of you who read this may not like that I'm standing up for my rights as a TENNESSEE SEX OFFENDER, however I AM STILL A HUMAN BEING. I still have flesh blood and air inside me. I have been out of trouble for 18 years. And these are only a few of the problems that I have been experiencing as an offender IN TENNESSEE ON THE TENNESSEE SEX OFFENDER REGISTRY.I am concerned for my family and my girlfriend’s safety, as anyone can look up my car and house info and come harm or kill us. I HAVE NO PRIVACY. I have had MASSIVE DEATH TREATS and people that have made my life hard over the years because of this offense. I still get treated POORLY, every day when it comes to anything that my background searched. When they do a background search, they see that SEX OFFENSE that was 18 years ago. They then treat me like I just did it that day. I FEEL I PAID MY DEBT SOCIETY, by doing time over the charge and all the court ordered classes. I also did four years on TENNESSEE STATE Probation again, with no issues at all. I was a model parolee. So again, I'm fighting for the rights of BASIC HUMAN EXSISTENMCE AND RIGHTS such as assistance for housing, and the right for a fair-trade act for people like me. So, we can actually get in housing when we apply. I understand that PUBLIC SAFTEY is always a concern, and I validate your reasoning for that CONCERN. However, we need to be treated as HUMAN BEINGS not less than. If we're going to constantly be treated less than, and SOCIETY, and the UNITED STATES GOVERNMENT, wants to DENY us every BASIC HUMAN RIGHT, then they might as well just give the death penalty for this type of CRIME and do away with all of us in society. The Tennessee government has a proposed bill that if passed, will allow the STATE OF TENNESSEE to use CHEMICAL CASTRATRION. Talk about violation our human rights as well as VIOLATING our body chemistry. And if that's how society and government feel then we have a bigger problem. I would appreciate all SEX OFFENDERS, GIRLFRIENDS and family of SEX OFFENDERS, that have been affected to please sign this petition. I am taking it to Governor Bill Lee PERSONALLY, as I already have an appointment set to meet GOV.BILL LEE in person. I will be meeting GOVERNOR BILL LEE IN Nashville.
