Lift parking restrictions Willingdon Road Eastbourne

The parking restrictions on the western side of Willingdon Road, Eastbourne (St Michael's Church to Eldon Road) have been in force for many years and blight not only Willingdon Road but our neighbours’ roads, a densely populated residential area. From Monday to Friday parking is permitted on the single yellow lines from 9.30am - 12.30pm; 2pm - 4pm; and from 6pm - 8am. For many years these restrictions were largely ignored causing no discernible difference in traffic flow. When East Sussex County Council (ESCC) chose to re-enforce the regulations residents argued that with the introduction of the new routing of heavy vehicles via the Polegate-Pevensey link and Golden Jubilee Way, the restrictions had no justification. ESCC chose to differ.

 

The growth in multi-occupancy and the recent changes in Eldon Road precipitated by the new school have further exacerbated the parking blight and I believe that some consideration of residents’ needs is long overdue.

 

In March 2015, the government issued new operational guidance to local authorities on the Traffic Management Act 2004 designed to help local shops, support drivers and give communities a greater say on parking policies. This guidance states that in appraising its local parking policy an authority should – amongst other factors - take account of the:

·         existing and projected levels of parking demand;

·         availability and pricing of on- and off-street parking;

·         justification for existing Traffic Regulation Orders.

The guidance also states “Too often yellow lines are imposed on neighbourhoods or the high street without fair consideration of the livelihood of residents, local shops or the availability of parking spaces. Now local people will have a direct and democratic right to trigger a formal council led review of road restrictions.”

 

In view of this, I intend to petition ESCC for a review of the parking restriction (not to include the bus stop) but to do so, I need at least 50 supporting signatures with names and addresses of council tax-paying residents. Please help!
