Let the New Administration Know We Support the Rights of Transgender Students

In May of 2016, the Obama Administration, specifically with the backing of the Department of Justice, and the Department of Education issued a letter to all public schools (K-12 and some colleges) that receive federal funding, explaining the obligations that these schools have to their transgender students.
In regards to sex discrimination, Title IX states, "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."
The letter reads, "This prohibition encompasses discrimination based on a student’s gender identity, including discrimination based on a student’s transgender status." The letter also includes, "This means that a school must not treat a transgender student differently from the way it treats other students of the same gender identity." This letter emphasized the importance of all students, including transgender students the right to a safe academic environment to learn while being themselves without fear of discrimination, harassment or differential treatment.
Now, the new administration "decided to withdraw and rescind the above-referenced guidance documents in order to further consider the legal issues involved." They also state that this change "does not diminish the protections from bullying and harassment that are available to all students. Schools must ensure that transgender students, like all students, are able to learn in a safe environment."
Though there are other "protections" against bullying and harassment, what is there to prevent a staff/faculty member from using the wrong name and pronouns? Is it considered bullying or harassment? If not, it still causes emotional stress on that transgender student being prevented from living as their affirmed gender identity. This, often results in an interference of this student's ability to effectively receive a fulfilling education.
What happens when a young transgender girl is forced to use the boys restroom and locker room? By having to do such, she is at higher risk for physical and emotional torment. This can also interfere with her pursuit of education.
