Support Meadowlark Ranch Subdivision Parks

Dear Meadowlark Ranch Homeowners,

Your HOA Parks Committee has been working hard to get our parks and common spaces updated and completed. Over the last two months we have created a new proposal for playground equipment, picnic areas, and trail upgrades.  On March 13, 2018, members of the HOA Parks Committee attended the meeting of the Belgrade Parks and Recreation Board. This board makes recommendations to the Belgrade City Council regarding park spaces in Belgrade. We requested that the board review our park and trail proposal and recommend that the City Council use cash-in-lieu funds to finance our parks and trails. The cash-in-lieu funding is the amount our developer paid to the city for open space use in Belgrade. This money belongs to the city and can be used on whatever park space they wish.

After discussing some concerns with insurance and maintenance, the Board has agreed to make the following recommendations:

1.       To fully fund replacing the gravel trail on the berm/walking trail with asphalt. This will make the trail much more useful and will make maintenance easier.

2.       That the City Council and/or Belgrade City Staff members clarify the use of cash-in-lieu funding, specifically the definition of capital investments (how cash-in-lieu funds are supposed to be spent).

The second recommendation refers to all items in the East Baseline park (playground equipment, trail, picnic tables, benches, trash, trees, live fencing).

The Board specifically noted in their recommendation that the City act with haste, so we can finish our parks projects this year.

We will send a letter to the Board/City to answer their concerns regarding insurance and maintenance. After the City clarifies the use of cash-in-lieu funding, we will update our proposal appropriately and re-convene with the Board.

Their recommendations will be heard at the Belgrade City Council meeting on Monday, March 19 at 7pm at City Hall.

We would love this neighborhood’s support for our subdivision’s parks. Please attend this meeting if you are able. We realize that they may only approve the trail update for this meeting, but we feel that if several home owners are there it will help with movement on the rest of the request.
