Revoke the MSP of the "protestors" who laid siege to hospitals!

Article 18 of the Fourth Geneva Convention clearly states that "Civilian hospitals... may in no circumstances be the object of attack". Yet, on 11 May 2020, a group of anti-lockdown "protesters" blatantly disregarded this article, blockaded the ambulance bay of St. Paul's Hospital in Vancouver, and got away without a scratch. This happened again on 1 September, when large groups of "protesters" laid siege to the hospitals, of all the locations, in various BC cities, including Vancouver, Victoria, Kelowna, Prince George, etc.. These "protesters" berated health workers and attacked reporters and anyone who voiced opposition, and none of them is facing any consequence as of this moment.
The Government of British Columbia must take a firmer stand to protect health care workers, who have been sacrificing themselves to protect the right of these "protesters" to be stupid, while receiving nothing but symbolic applauses from most people and disheartening attacks from the anti-hospital "protesters". While there are other measures to encourage health care workers to stay in the fight against the COVID-19 Pandemic, the measures that are desperately needed, but have not been taken, are those that would punish and demoralise the "protesters", who are targeting health care workers, instead of letting such "protesters" walk away without a scratch.
Therefore, we, the undersigned, demand that the BC New Democratic Party (BC NDP) immediately invoke the Notwithstanding Clause in the Canadian Charter of Canadian Charter of Rights and Freedoms, and table emergency amendments to all the relevant laws, which would grant the health authority the power to revoke the Medical Services Plan (MSP) of all "protesters" who have been identified, beyond any reasonable doubt, to have participated in any siege to any hospitals. We further demand that the Attorney General of British Columbia seek the heaviest-possible punishments against all anti-hospital "protesters".
Protecting health care workers, many of whom are close to the breaking point because of all the stress that the COVID-19 Pandemic brought upon them, means making the uneducated, ungrateful, and egotistic anti-hospital terrorists suffer from real, long-lasting consequences that will deter others from committing the same crime. No more slaps on the wrists. It is time to come down on the anti-hospital terrorists extra hard.
