This is for the dog owners who take their dogs for walk and make them defecate in the streets.  It is clear that such dog owners do not have sense of civic responsibility.  They are not bothered about keeping the environment clean.  Why can't they clean the mess after their dog has done its job?  or train the dog to defecate within their homes?  the state govements should strictly implement and impose heavy fines on the dog owners who have no respect for fellow humans and environment.
