Fourth st, Black Rock is a residential area with a recreational park and reserve, frequented by families, young people, elderly people, children riding to school and dog walkers. Several bus routes also utilise the street, so there are often commuters waiting for buses by the side of the road. 

As local residents, who live on or near Fourth St, we are alarmed at the rate of speed traffic can reach, driving between the roundabout at Ebden Ave, through to Haydens Rd (at the end of the reserve).

Whilst Bus drivers mostly show respect for the 60 km per hour speed limit, the danger they impose on impact is far greater than that of a car. With cars parked on either side of the street, two cars will rarely pass at the same time, without one having to pull over to let the other through. Slowing down and increasing speed is another dynamic adding to the chaos a 60 km per hour speed limit is creating.

On December 1, 2019, a car driving down Fourth St, completely wiped out a parked car on the side of the road, pushing it onto the nature strip and into a tree. This could easily have been someone standing on the pavement. This incident comes at a time when residents are already alert to the dangers of the 60 km per hour speed limit in Fourth street.

We the undersigned, believe the current speed limit of 60 km per hour in Fourth St, Black Rock, is dangerous and potentially life threatening. We implore Bayside council to reduce the speed limit to at least 50 km per hour, with the added knowledge of the Monash University Accident research Centre's findings of March 2002, that 50 km/h is a safer alternative. Specifically the fact in the report that states,

"VicRoads has shown that over 2400 people are injured or killed in local streets each year and that many of those crashes involve excessive or inappropriate speeds".

"If hit by a vehicle at 50km/h, a pedestrian has less than a 40 percent chance of being killed. At 60km/h a pedestrian has a 70 per cent chance of being killed."
