The "last release hold policy" allows volunteers to save animals lives. They put a hold on an animal with the understanding if a person visits the shelter and wants to adopt the animal they can. But if not one has adopted the animal and BARC is going to kill it, the volunteer that put the hold on the animal can save its life. BARC is claiming it takes up too much staff time to call the volunteers at the last minute and save the animal's life. Volunteers would gladly handle this task for BARC.
