Thank you MP Mr. Louis Ng for calling a ban to smoke near window or balcony inside HDB homes. 

However, it seems like such legislation would be "highly intrusive" and there would be significant practical challenges in enforcement.

Why not just totally ban smoking in both public and private homes totally? NEA ban offices from smoking inside and required setting up of designated smoking points at least 5m from buildings. Why they (HDB/TC/NEA) cannot put DSPs 5m away from each housing block?

This way, there is no need to intrude and tell people please smoke inside your living room but please stand away from the windows. The truth is even smokers themselves do not like cigarette smoke get into their houses especially the bedrooms and laundries. 

That is why smokers chooses balconies, windows, service yards, staircase, corridors to smoke. So restricting them and telling them to smoke inside their house, is REALLY VERY hard. The stale cigarette smell will stay very long especially with aircon as there is no ventilation but only circulation. 

Totally banning smokers to smoke in the entire housing building, be it inside or outside their house and install Designated Smoking Points at least 5m from their blocks will solve both parties issues. Smokers can smoke freely inside the DSP and won't bother others. Non-smokers and even smokers themselves can enjoy clean smoke free air in the entire residential building.
