There is a rule known as the "no scarves" rule within Baltimore County Public Schools (BCPS), and it is strongly enforced at Western School of Technology and Environmental Science. The rule generally states that no one is allowed to wear a scarf unless for religious reasons, which are to be worn everyday. Scarves are actually conducive to school safety because they open up one’s profile and features. This can allow for teachers and administrators to easily identify someone as a student. Furthermore, when in school there should be a comfortable learning environment and being self-conscious of your hair does not allow for that to happen. In addition, to the fear of being self-conscious, there is a fear of being teased for your hair. Not everyone is fortunate enough to have their hair done professionally or skilled enough to do it themselves. This could make someone an easy target of teasing which can develop into bullying. Everyone wants to be comfortable and confident in any and every situation. In addition to the discriminatory actions of suspending African American females for wearing their natural hair or extensions, this rule is only another way to single out African American girls. Although the rule is an attempt to unify the appearance of all, this prohibits the expression of African American culture. This may be from a place of ignorance, but in the African American community its typical to wear head wraps for many reasons; an accessory to an outfit or even something to hide a bad hair day. Many people do not know nor understand the complexity and difficulty that comes with attempting to manage African American hair. When being realistic, the group of people who wear the scarves as head wraps are young black females like myself. There are other rules that are truly only addressing one audience such as the "no bonnets" and "no durag" rules. Those however could be deemed reasonable, so they may stay. Regardless the "no scarves" rule is just another code to dictate the lives of African Americans. Have we not moved past this time? So please sign in favor of a change! Thank you for your time.
