Support Baltimore's Police Reform Bills!

Give control of the Police Department to Baltimore City!

Did you know that due to an obscure law created in 1860, the State of Maryland controls Baltimore City's Police Department, even though Baltimore City funds the police department, hires the commissioner, and is liable for police misconduct? What this means is that Baltimore cannot control our own Civilian Review Board, deal with conflicts with the police union, or even create or own criteria for hiring and promoting officers To change these important issues, Baltimore City residents must wait until the General Assembly is in session, and have changes that only affect Baltimore City be approved by leaders who are not elected by us. HB 1504, introduced by Delegate Anderson gives control over the Baltimore City Police Department back to Baltimore City. This bill would give Baltimore City residents more direct control over police reform in our city.

Tell Baltimore's elected representatives in Annapolis that this bill is good for our City, and they should support it!

Baltimore City residents are also asking the Baltimore Delegation to support a call for more civilian input on community policing. HB 1465, sponsored by Delegate Hayes, creates a steering committee for community policing. The committee is comprised of residents from each of the City's police districts, and stipulates representation from a number of minority populations. Its powers include requiring officers to participate in community meetings, outlining steps to ensure officers interact directly with reentry residents, providing input on citizen-interaction training for officers, and addressing efforts to recruit and train City residents as officers. Delegate Hayes' bill gives our residents a real voice in the police department's future!
