Encourage the UTA to create two early morning bus routes up little cottonwood canyon for backcountry skiers/riders and the general public. These buses would leave the Little Cottonwood park and ride at 5 am and 6 am. The cost could be subsidized by the money that Alta and the Town of Alta are currently making from their parking reservations in addition to the regular bus fare.  This would solve the problem for a public option for those who want to ski/ride/visit between the hours of 5 am and 8 am.  Currently there is not a public option for getting up the canyon and parking without paying before 8 am.  This is a simple solution to the parking problems at Alta for early morning snow enthusiasts.
