Have an automatic 50% sell on clause when a bigger clubs poaches youth players from the lower leagues then sell them on for millions, this means the lower league clubs get a proper and fair fee for the player the brought through there youth system, if the lower league club gets a tribunal fee this would be deducted from the fee the bigger club sells the player so they get 50%.

Have a fairer financial system in place so the money is filtered down to the lower leagues.
