With the Coronavirus Pandemic, there are extreme demands being placed on our NBN network. The NBN has been crippled by the need to extract a financial return, causing the NBN to charge very high prices for  CVC's to  ISPs, which results in extreme peak congestion on many internet links. 

I call on the Federal Government and NBN Corp to suspend all CVC charging to ISP's an allow the maximum bandwidth reasonable to allow full use of the installed technical capacity of the NBN, unconstrained by the artificial needs to produce a book financial return.  Combined with requests to limit bandwidth intensive non essential applications (eg Netflix and others High Definition video stream),   manage the network purely on actual capacity , not on totally unreasonable financial returns imposed by the government on NBN. 

These changes only need to be be just a temporary change while we are in the extreme phase of societal shutdown to deal with the pandemic. 

To defeat this pandemic, we need to go hard, go early, go long. This is a small step to maximise our infrastructure to deal with the extreme changes being called upon it by the imminent full lockdown of our society.
