This proactive program proposed by Council Members Kathie Tovo and Mike Martinez in targeted neighborhoods would be consistent with many registration programs that include the name and local phone number of a local property manager, periodic scheduled inspections, and a listing of tenants’ names, all of which are not required now. It provides neighbors and Neighborhood Associations the means to have positive dialog with a landlord rather than calling the city about code violations.
A proactive rental registration program would assist the Department of Code Compliance in doing its job and also more efficiently facilitate the collection of fines. It would also take pressure off tenants to report problems and to avoid retaliation by bad actor landlords. The current policy only allows inspections based on complaints, after conditions may have deteriorated significantly.
Over twenty Texas cities including Houston, Dallas, College Station, Sugarland, Plano, Fort Worth, Garland, Arlington, Waco, Missouri City and Hurst have implemented successful residential rental property registration programs.
