In the March of 2013 the city of Austin implemented a city wide ordinance known as Austin's Single-Use Bag Ordinance (SUBO) which regulated the type of bags businesses could distribute to customers after purchasing products. This was done so in an effort to turn businesses in Austin from primarily using disposable bags that offer only a few minutes of convenient use however last hundreds of years in our landfills. As an alternative businesses would emphasizes the use of reusable baggage rather than providing disposable bags at the counter. This proved very effective in Austin for many years until the June of 2018 when a similar ban in Laredo, Texas was overturned by the Texas Supreme Court on the grounds that the ban interfered with state law regarding solid waste disposal. As a result the city of Austin lost its ability to enforce the city ordinance from march 2013 any longer.

The decision was decided was based on whether plastic disposable bags were considered trash or not. Democrats argued that this ban was actually very effective in cities that consumed plastic bags most, and should be determined between each different geographical area. However Republicans who opposed the ban completely argued purely that the bags where indeed trash and therefore could not be regulated by the cities. 

I've simply created this petition in order to bring attention on the subject to the Texas State Legislature. Although Austin's ban has not been striked down it cannot be enforced, and I would look forward to seeing the ban brought back for the benefit of Austin and / or a healthy alternative implemented in substitution for SUBO.
