LIME (and other) ELECTRIC SCOOTERS

PETITION TO AUCKLAND COUNCIL

We strongly object to Auckland Council allowing the LIME scooters to continue operating under the existing conditions for the following reasons;

.the use of vehicles which can  travel at excessive speeds is extremely dangerous and unsettling to pedestrians 

.many of the users are travelling at speeds which are excessive and dangerous for the conditions

.scooters with small wheels are inherently more unstable than bicycles with larger wheels particularly on rough surfaces. Many of our footpaths have hazards such as twigs, stones, tree roots, car doors opening, people crossing, etc., which are particularly hazardous to scooters.

.as well as the large number of reported accidents there are many other unreported accidents and near misses so that pedestrians feel endangered on those paths. Hospitals are also daily treating many cases which are unreported to ACC.

.there is no legislation to enable control of the hirers and users and no officers on the streets ensuring that the users are acting responsibly

.LIME say they have rules on age and usage but these are not enforced and we see many underage people using them often travelling with adults, 2 persons on a scooter, etc

.LIME say they promote safety but their rules and actions are ineffective and this seems like lip service

.LIME and Council claim that they are reducing car usage. We question by how much since many users appear to be joy riders, often under the age to obtain a driving licence, and who may otherwise have walked or used public transport

.Auckland Council have a duty of care to ensure the safety and enjoyment for all users of public spaces

.In America there have been several deaths of scooter users and councils have been joined in law suits claiming damages

.by the terms of their agreement LIME take no responsibility for scooter users including their compliance with LIMES rules and age limits

.the cost of injuries and lost working time is a significant cost to our country whilst the hire company make significant profits at our expense

.we consider it is negligent of council and councillors to allow thee scooters to continue operating on our streets without adequate controls

We demand that AUCKLAND COUNCIL take immediate action to remedy the current dangerous situation, which should include the following;

.introduce bylaw to control the usage and speed of these vehicles 

require the operators to install devices which control the maximum speed permitted

.limit the speed on shared pathways to 10km per hour (which is jogging speed)

.employ officers to be present on the streets to control speed and safety

.start a safety campaign on media (in the same way we have for driving)

.charge the hire companies all costs incurred in the setting up and control of same as well as a fee for the use of public facilities from which they re making a profit

.Council have the right to penalise users and hirers for any breaches of the bylaws (in the same way that car rental companies are charged for speeding tickets etc which they must recover form the hirer)

Notwithstanding this petition we do support the use of alternative means of transport provided that they are safe and  environmentally safe, and make economic sense

There has been much talk by Council and the Mayor but no significant action. We demand that COUNCIL act NOW
