Currently, students obtaining their Masters of Social Work (MSW) degrees are allowed to apply for and take the Association of Social Work Board's (ASWB) clinical licensing exam during the last semester of their degree. If passed, they can automatically obtain licensure after acquiring 4,000 hours of supervised clinical work. However, these requirements may soon be changed within the state of Utah. These changes would require students to first pass ASWB's Master’s exam, after which they would need to obtain 4,000 hours of supervised clinical work. After obtaining those 4,000 hours they would then eligible be to take the ASWB Clinical exam and apply for licensure.

Many MSW students started their programs with the expectation they would be able to take their clinical exam before obtaining their 4,000 hours of supervised clinical work. This petition simply proposes that (when the changes are made) those students who have already started their degrees be allowed to still take ASWB Clinical exam before obtaining their 4,000 hours of supervised clinical work. This essentially creates a buffer period for those students who have been planning on taking the exam.
