Dear Honorable Legislative Leaders,

The Asian American Alliance, a nonprofit organization being established for all Asian Americans, with Anti-Asian Registry as its one of major missions, is writing to you express our strong opposition to HB 5415 titled “AN ACT CONCERNING THE COLLECTION AND USAGE OF HEALTH EQUITY DATA.” PLEASE DO NOT PICK UP SUBSTITUTE HB 5415 FOR A VOTE.

The original HB 5415 was very simple and skeletal, seemingly harmless to CT residents. Therefore, there are no actions toward strongly support or oppose it. With the substantial change of the bill, the Substitute HB 5415 took many texts, such as the identified race and ethnicity and other personal data collection, from SB465, which failed to pass the Health Committee due to the strong oppositions from the public hearing dated on Mar. 16, 2018. Even though we just learned how this substitute HB 5415 was raised and passed the committee a couple of days ago, the huge concerns have been raised in the Asian American communities across the state, especially for thousands of people and their families, who participated in the public hearing and wrote the testimonies to oppose SB465. With strong feelings of being cheated, betrayed, and failed, our community is very disappointed to see that the texts from the strongly opposed dead bill into HB5415 even if our data will be processed by the Office of Health Strategy. In addition, we will further evaluate how the HB5415 violate federal HIPAA law and violate patient privacy rights. Such an ethnicity registry inherently means that we are being labeled as “different” Americans, which we are not, and this could lead to the misuse of our data in many ways and to discriminatory actions which have historically happened.  We would not be surprised that thousands of people will protest this bill if it got voted on and passed the House Floor because of so many people are very angry at the way this substitute HB 5415 was raised and passed the committee. 

Therefore, we urge to ask our respective legislative leaders to help us to stop this HB 5415 from being voted on the house floor. Thousands of families in the state Connecticut greatly appreciate your help on this matter!
