As we are aware of this new COVID-19 wave, it is different from previous ones. The major change in this wave is that nearly all patient catch COVID pneumonia around 5-6th day of the treatment. This pneumonia is a potential complication. Also, we are aware that this mutant is unable to detect in RT-PCR most of the time. Thus in most cases CT-Scan or HRCT - CHEST needs to be done to diagnose the earliest stage of COVID pneumonia and to even detect the COVID in some cases.

Here the main point is laboratory are charging a huge amount for this test. They are charging around Rs 5000/- to Rs 10,000/- due to which most patient does not take this test which indeed leads them to severe case, thus they require the oxygen support or ICU on later days 8-10th day. As per the Doctors if the early stage of pneumonia is treated with steroids (Dexamethasone, Medrol or prednisone etc) the severity of the disease can be avoided in most cases and hence most will not require oxygen support or ICUs. Exuberant charges are levied for CT/HRCT scan which results in reduced accessibility and affordability leading to missing an opportunity to identify the disease early and also to analyse the severity, which has an impact on clinical management.

Moreover, a chain of lab named as House Of Diagnose charge Rs 3,500/- for HRCT- Chest and Rs 3,000 for CT-Chest, if they can do it at this price why can not others?
Many laboratories also ask for late-night extra charges as around 3-5K extra. Just because Labs are overloaded with the crowd people left with no choice.

The CT-Scans were used to be expensive because of the cost of the machine in the initial investment but when we see its operational (including maintenance) cost this test costs less than Rs 1000/- then why they are charging Rs 5K to 10K? Even when the crowd is so much that they can easily make their operational cost out of it. The initial investment is already been incurred by the laboratories a long time ago, they are just looting people now.

Furthermore, Ambulance service providers are charging Rs 10,000 to Rs 30,000/- for as low as 2-10km, capping per kilometres charges is much needed to make it accessible and economical to everyone.

Taking all these factors into consideration the Delhi Government is requested to ensure capping on CT/HRCT-Scan Chest and Ambulance services so that it will be beneficial for the people to afford ambulance service and CT-Scans. If this diagnostic test is not affordable and accessible to the general public, then the disease will spread in the community leading to more cases and a resultant burden on the health infrastructure. 

We can control this black marketing of test and services very easily and can make it available, accessible and affordable to everyone.
