On Sunday, November 28, 2021, little  was (allegedly) beaten, relentlessly, by father, Billy Ray Joiner (22), at their Fort Worth, Texas home. The,  (22), just stood by & watched until became unconscious. suffered cardiac arrest & was declared brain dead on Monday, November 29. Sadly, died Wednesday, December 1, 2021 in the Pediatric ICU at Cook Children's Medical Center. 

This petition is to ask the Fort Worth Police Department to arrest & charge   in involvement in the death of. Billy Ray Joiner was charged with Aggravated Assault after fatal injury to & Evading Arrest in connection to the charges. As the investigation continues, the FWPD will mostly likely increase charges against Mr. Joiner. However, has not been charged with involvement in the crime. 

Yahoo News reported "The day before death, was severely burned with scalding hot water, according to the Tarrant County Medical Examiner's Office." One of the victim's family members said that & 4 siblings "were abused almost everyday" by Mr. Joiner. aunt, Latisha Carter, said the abuse of all 5 children by Mr. Joiner "has been happening for 5 years." also said was beaten "2 or more days" before was beaten unconscious on November 28. The FWPD & CPS removed Mr. Joiner from the home last year & he was told not to return, but  allowed him back into the home. 

For years,  watched Mr. Joiner (allegedly) beat & torture their 5 children.  didn't properly care for children, allowed Mr. Joiner to (allegedly) abuse their children, refused to remove the children from the (alleged) abuse by their father & refused to remove Mr. Joiner from the home. just sit by & watch Mr. Joiner (allegedly) beat their children. 

 should be held accountable for inaction to stop from being (allegedly) tortured for days by Mr. Joiner, that (allegedly) caused the death of that beautiful baby girl.  should be charged with Abuse, Neglect & Endangering the Welfare of a Child.

- Neglect: Text by subdivision as amended by Acts 2021, 87th Leg. R.S. Ch. 29 (H.B.2536) Sec.2 (4A), (ii) (a), (ii) (b) & (ii) (e).

Endangering the Welfare of a Child: Section 22.041 of the Texas Penal Code.
