The US Army Corps of Engineers fired in 2010, Jose E. Rosario-Fabregas for having Whistleblowing that Rio Mar Beach Resort, Rio Grande, Puerto Rico was filing mangrove wetlands without Federal Permits in violation to Section 404 of the Clean Water Act o 1977 as amended. Since 2010 Rosario-Fabregas has been fired two times and actually faces a Fourth Removal Proposal after having rebutted lawfully a Third one leaving unarmed the agency's staffs that are taking the matter personally because an Hispanic in their English Language have won twice removal decisions. The agency has nothing to file misconduct charges to successfully won against Rosario-Fabregas, but are abusing of discretion and authority to fraudulently prevail on two previous intents decided by same decision Official Donald Kinard, that lost two former removal intents. The Jacksonville District staffs has nothing of value to fire again Rosario-Fabregas on a Fourth intent, by discriminatory retaliation. Please demand agency's retirement actions with proper merited financial compensation, as Rosario-Fabregas has proven all his financial assets are a mess and that the agency has been incapable of correct the financial damage, and the consequent infliction of emotional harmful infliction of financial and emotional distress as Rosario-Fabregas has proven right now the agency has failed to execute their ministerial job positions; responsibilities causing harm. He has proven supervisory misconduct have been treated leniently in contravention to the OPM mandatory execution of job positions descriptions. Support his enhanced retirement initiated by the agency, Front pay and Back Pay. He will represent any federal employee at the MSPB, EEOC and OSC...if abuse of discretion and authority are confirmed on its face, as happened...For the lawful enjoyment shared...Need unfear courage.
