The Arizona House of Representatives has just passed act HB 2319, Reference Title: LAW ENFORCEMENT ACTIVITY, RECORDING PROHIBITED. Introduced by Representative Kavanaugh. 

AN ACT
AMENDING TITLE 13, CHAPTER 37, ARIZONA REVISED STATUTES, BY ADDING SECTION 13-3732; RELATING TO LAW ENFORCEMENT ACTIVITIES.

We have fought too long and too hard for this bill to deter our efforts in seeking justice for the wrong treatments, arrests, and deaths at the hands of law enforcement. This will allow for a continuation of the unlawful misuse of power. 

This bill states that it will become illegal for you to exercise your first amendment:

enacted by the Legislature of the State of Arizona:
Section 1. Title 13, chapter 37, Arizona Revised Statutes,
is by adding section 13-3732, to read:

A. IT IS UNLAWFUL FOR A PERSON TO KNOWINGLY MAKE A VIDEO RECORDING
LAW ENFORCEMENT ACTIVITY. INCLUDING THE HANDLING OF AN EMOTIONALLY
URBED PERSON, IF THE PERSON MAKING THE VIDEO RECORDING DOES NOT HAVE
PERMISSION OF A LAW ENFORCEMENT OFFICER AND IS WITHIN FIFTEEN FEET OF
E THE LAW ENFORCEMENT ACTIVITY IS OCCURRING. IF THE LAW ENFORCEMENT
VITY IS OCCURRING IN AN ENCLOSED STRUCTURE THAT IS ON PRIVATE
ERTY. A PERSON WHO IS AUTHORIZED TO BE ON THE PRIVATE PROPERTY MAY
A VIDEO RECORDING OF THE ACTIVITY FROM AN ADJACENT ROOM OR AREA THAT
LESS THAN FIFTEEN FEET AWAY FROM WHERE THE ACTIVITY IS OCCURRING,
SS A LAW ENFORCEMENT OFFICER DETERMINES THAT THE PERSON IS INTERFERING
HE LAW ENFORCEMENT ACTIVITY OR THAT IT IS NOT SAFE TO BE IN THE AREA
ORDERS THE PERSON TO STOP RECORDING OR TO LEAVE THE AREA.
B.
THIS SECTION DOES NOT ESTABLISH A RIGHT OR AUTHORIZE ANY PERSON
AKE A VIDEO RECORDING OF LAW ENFORCEMENT ACTIVITY.
C.
A VIOLATION OF THIS SECTION IS A PETTY OFFENSE. EXCEPT THAT IF
PERSON FAILS TO COMPLY WITH A VERBAL WARNING OF A VIOLATION OF THIS
ION OR HAS PREVIOUSLY BEEN CONVICTED OF A VIOLATION OF THIS SECTION,
S A CLASS 3 MISDEMEANOR.

Now, let me remind you— Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

It is our job, now more than ever to exercise our right to petition our government for this redress. 

Our communities have suffered greatly at the hands of law enforcement and we will not have any more means to protect ourselves taken away from us. Recording the happenings and offenses of law enforcement is one of our greatest defenses in amending wrongdoing, pursuing legal action, and proving to OUR GOVERNMENTS why we need CHANGE. We can not let this law be passed so many lives are at stake.
