Within Ventura County and California as a whole, rapidly rising rental costs combined with the current use of HUD’s Fair Market Value (FMR) by Area Housing Authorities to develop Section 8 payment standards have combined to create an environment where section 8 payment standards do not cover rental costs in many neighborhoods and zip codes across both Ventura County and California. Congregating individuals and families using Section 8 programs into specific neighborhoods. These are commonly low socio-economic areas with higher crime, limited opportunities, resources, and transportation. The adoption of Small Area Fair Market Rents (SAFMR) which calculates the value of the subsidy based on zip code rather than across a metropolitan statistical area. Better addressing discrepancies in rents across neighborhoods within a geographic area. This allows Section 8 participants access to communities that are more likely to have reliable transportation, quality jobs, less crime, and better performing schools. Communities and neighborhoods Section 8 participants would have previously been unable to access.

Currently Section 8 renters are 150% more likely to live in an economically distressed area when compared to renters as a whole. (1) Additionally, barriers in the section 8 housing search process such as inadequate pay standards are the primary driver of residential segregation by income (2). This residential segregation has negative impacts on life trajectory while, exposure to better environments as children has been linked to a greater chance of success and positive trajectories later in life (3).

SAFMR addresses residential segregation and congregation of section 8 program participants to specific neighborhoods and apartment complexes. SAFMR payment standards have been adopted by two dozen Public Housing Authorities and this petition is asking for support in urging Area Housing Authority of Ventura County and California Office of Pubic Housing to adopt SAFMR payment standards for their Section 8 programs.
