**UPDATE**

On March 19th, Arcadia city council drafted up what hopefully is the last version of the HPO after a lengthy and heated discussion. Most residents continued to urge the council to not support an involuntary preservation ordinance.
 
After a long dispute, majority of the council finally agreed to listen to the residents’ concerns and made the following amendments:
 
1. Cancel council authority to override owner’s objections to designation – 100% voluntary
 
2. Historic districts can only be formed with 60% contributors and 75% of total population of district agreeing to designate for historic district. All contributors home owners’ consent is required.
 
This new ordinance is a true homeowner consent based program that will soon be adopted in a month. 
 
We would like to thank all the 400 supporters who signed for this petition. It’s a triumph for property rights and people’s voice.

As residents and property owners in Arcadia, we support a historic preservation effort that will balance the homeowners’ property rights and the need for the community to preserve the true historic gems in our city. However, we wish for a fair ordinance, that preserves the property rights of concerned homeowners.

Per the latest news from the city council meeting, the city plans to pass an ordinance that will override homeowner’s authority, contrary to homeowner objections. It is unreasonable that only a 75% homeowners’ vote would allow the formation of a historic district through application. This ignores 25% of homeowners who do not wish for this, essentially stripping them of their property rights.

The preservation ordinance put forth by the city council is anything but voluntary. It violates the property rights of Arcadia’s homeowners. If passed, the ordinance will negatively impact homeowner’s property values as a whole, and endanger the rapidly dropping real estate market.

We, as citizens, are aware that our city is facing a severe financial emergency, as declared last month. We are asking why there is a rush to pass an ordinance that will further hinder the city's income and jeopardize residents’ savings. When the city is in deep deficit and homeowners are stripped of their rights, what incentives do these homeowners have to help? 

We urge the city to take out the city override and historic district criteria from the ordinance. Citizens must have the right to vote on this ordinance, rather than allowing a few from the council to decide the fate of our properties. We request the City to put the ordinance on the 2020 election ballot to give our people the right to vote!

根据市议会会议的最新消息,议会计划通过的最新古迹保护法将允许议会拥有终极审批权,可以否决屋主的反对意见而进行强行保护。另外,该法案还将保护历史街区。一条符合条件的街道只需75%的房主投票就能通过申请形成历史街区,这忽略了25%持反对意见的房主,基本上剥夺了他们的产权和使用权。一旦变为被保护对象,业主的房屋进行翻修改造时都要遵循更为严格的审批程序和花费更多的经费。此外,通常不会有买主愿意接受古迹房产。

市议会提出的保护条例不是基于业主自愿的法案,它侵犯了业主的产权。如果通过,该条例将对业主的房产价值产生直接的负面影响,并危及房地产市场快速下滑。

作为市民,我们也得知我市正面临严重的财政赤字。既然如此,为什么要急于通过这样一项法案呢?这将进一步削减我市的收入并危及居民的毕生储蓄。当城市陷入严重赤字、房主被剥夺了房屋自主权时,这些房主能够得到怎样的经济补偿呢?

我们敦促市议会从该条例中删除“议会终极审批权”和“历史街区”类保护对象。公民必须有权对该条例进行投票,而不是让几个议员决定我们财产的命运。我们要求将该条例纳入2020年选举投票,以赋予我们的人民投票权!
