Restoring essential services for The Royal Castle apartments

Dear Sir, we are living in a community The Royal Castle Apartments at Thirumudivakkam, Chennai.  Same was managed by APPMSL, Amarprakash property management services Limited, Chrompet, Chennai -600044
Among the owners,there are two groups one is paying maintenance properly (80٪) and other group (20%) not paying maintenance for almost 3 to 4 years. There was a sudden chaos due to non payment of maintenance by certain members, locked the main entrance, heated arguments and  collision between the non payment member's and Amarprakash property management services Limited members. Due  to this police complaint was lodged against both the side's and some were arrested. Because of the open FIR and threatening issue's from non payment members Amarprakash  property management services Limited members are not coming into the premises to do the routine maintenance services and resulted to a distruption of  all essential services. We (700- families) are suffering from 02 July 2019 onwards. There is no security personnel,  no electricians,  no plumbers, no lift access, no drinking water and domestic water currently. 
The service provider is not ready to provide services by coming inside to the apartment and the non payer group is also threatening the employees of service provider by not allowing them inside and they break lock EB room, lift and damaging all our common amenities.
700 families,  who have paid the maintenance in advance for 1 years and more are suffering from last 4 to 5 days and we are running continuously to restore our routine life by ourselves
We also lodged police complaint against on both non payers group and Amarprakash property management services Limited  who is our service provider in Kundrathur police station (CSR NO: 949)
We tried our level best to talk to the non payers group and also with Amarprakash property management services Limited but we didn't get any positive results. Non payers group threatening Amarprakash and Amarprakash property management services Limited said they don't take any responsibility and they will not bother about our 700 families. We are places in an orphanage stage with our family  with high risk and we are not able to go to work because of the critical situation prevailing in our apartments.
The non payers group using their political influence and referring Joint commissioner of police, reference to threaten us and we are in a worst situation now.
We strongly believe that our honourable Chief Minister of Tamil Nadu will look into this matter as an emergency case and on behalf of 700 families we kindly request your help  to solve our problems immediately. We are saying millions of thanks from all the families of  The Royal castle apartments.
