TRAX S. Society (Road Safety NGO) started this petition to Shri Nitin Jairam Gadkari, Honourable Minister, MORTH Ministry of Road Transport and Highways, GOI

Sub-standard Helmets; A choice between Life and Death.

Before starting the journey on two-wheeler…STOP and THINK....

Standardised helmet saved Mr Vijay Nand’s life. Mr Nand is a road carsh victim who supports standardised helmets. Nand was riding his scooter when a scorpio hit him from the back and as a result he was thrown on the road. Fortunately, he was saved because he was wearing a standardised helmet. And today, he appeals the Government to ban sub-standard helmets.

Standardised helmets are one which meets the safety protocols and standards set by BIS. Evidences support that wearing a helmet support motorcycle riders from high risk of head injuries and deaths. Moreover, head injuries are more severe for riders who wear sub-standard helmets.

In 2017 India lost 48,274 two-wheeler riders. As per Ministry's data, about 98 two-wheeler riders died daily on Indian roads in 2017 for not wearing helmets or wearing substandard helmet which failed to protect their heads. A country where more than 70 percent of vehicular population is covered by two-wheelers shall abide with all helmet standardised norms.

MoRTH has taken a step forward by issuing Helmet (Quality Control) Order, 2018  via notification number F.No. RT-11012/07/2012 MVL on August 2, 2017 for compulsory certification of helmets under BIS, 2016. Even after the lapse of such a long time, the order has not taken a final/concrete shape.

As every such delay in passing the strict laws for sub-standard helmets taking away the life of 98 innocents, we kindly request MoRTH to speed up the process of finalising the Helmet (Quality Control) Order,2018 and banning the sale and manufacturing of sub-standard helmets.
