Dear Secretary General
On behalf of millions of people suffering due to cross LOC shelling between Indian and Pakistani troops in Jammu Kashmir we would like to draw your immediate attention towards the appalling and horrendous situation. Millions of civilians across 750 Kilometer long Line of Control (LOC) in the internationally disputed State of Jammu Kashmir have been living in equivocal situation since decades. We are receiving the updated information that residents across LOC are being unremittingly targeted by the forces of occupation in a recent cycle of violence since August 13, 2017. Dozens of civilians including women, elderly and children have lost their lives across LOC due to this shelling. Hundreds of civilians are injured, schools and roads are closed. Heavy weapons are killing innocent civilians every day and destroying homes and other public and private property, and civilians are being forced to flee on both sides of the LOC in Jammu Kashmir with no shelters, living as unrecognized IDPs in despondent circumstances.
We, the residents across LOC urge you to call upon India and Pakistan to honor the ceasefire agreement along LOC in Jammu Kashmir, which both countries once agreed on January 1, 1949 at the United Nations Security Council (UNSC) and again bilaterally agreed to implement ceasefire in Jammu Kashmir in November 2003.
We also urge your Excellency to call upon both India and Pakistan to hold an emergency flag meeting of Director Generals of Military Operations (DGMOs) to end the ceasefire violations immediately across LOC in Jammu Kashmir to let the civilians live a peaceful life across LOC. We believe that deliberate targeting of civilians constitutes a war crime. Such heinous attacks are unacceptable and must stop immediately. All combating parties in Jammu Kashmir must abide by their obligations under international humanitarian law (IHL). Depriving children from going to schools and other civilians to carry out their daily activities to earn bread and butter for their families aggregates a severe human rights violation. We urge India and Pakistan to restrain such insane activities across LOC in Jammu Kashmir.
We also urge your excellency that the UN mandated peace mission along both sides of the LOC namely the United Nations Military Observer Group in India and Pakistan (UNMOGIP) which is already present in the region since 24 January 1949 must play its vibrant part to stop the already fierce situation at LOC and take some tangible steps to ensure normalcy at LOC in Jammu Kashmir. For that, if your office make some arrangements to make it possible that UNMOGIP personals can monitor the violations on regular basis.
