The members of the Bridgehampton Citizens Advisory Committee and Save Bridgehampton Main Street petition the Southampton Town Planning Board to hold a public hearing before determining the outcome of the SEQR (State Environmental Quality Review) regarding the proposed CVS site in Bridgehampton. The public deserves the chance to present arguments in favor of an Environmental Impact Statement (EIS). This is our right as stipulated by Chapter 157 of the Southampton Town Code.
The Environmental Impact Statement (EIS) will involve a comprehensive study of traffic, parking, safety, and aesthetic implications of the proposed CVS, which are our greatest concerns.
The intersection of Montauk Highway, Sag Harbor Turnpike, Lumber Lane, and Ocean Road is a bottleneck of congestion. The steady stream of traffic moving east and west on Montauk Highway is interrupted both by traffic trying to cross this steady flow and by traffic trying to access the stream. At many times during the day, it takes three or more lights cycles before a car or truck can pass through the intersection from any direction.
There is far from sufficient parking for the 15 stores, restaurants, and library that have access to two parking lots, one to the north of Montauk Highway with 91 spaces and one to the south with 20 spaces. These lots are usually filled by 9:00 AM. In the evening when the restaurants are at full capacity, drivers park their cars on both sides of Ocean Road as far south as the Presbyterian Manse. When the owners of the retail / office building applied for its permit in 2011, the Southampton Planning Board waived 21 of the required new parking spaces.
The pedestrian crosswalks are dangerous in spite of the pedestrian walk signals at two of the crosswalks. Cars and trucks making right turns do not see the pedestrians. At a third crosswalk in front of the library, cars and trucks focus on reaching the light and often ignore waiting pedestrians, even leaving them stranded in the middle of the highway.
The Montauk Highway intersection is the eastern historic gateway to the Town of Southampton and to the hamlet of Bridgehampton. Three significatnt landmarks--the Topping Rose House, the Nathaniel Rogers House, and the Triangular Commons--serve as memorials to our past. Retail development of the vacant northwest corner lot where the historic Wick's Tavern once stood will have a negative visual impact on these significant historic structures.
