Dogs shouldn't live in climates incompatible with their breed

I've spent about a year searching for a dog to adopt that would fit both my lifestyle and local climate, during that search I was absolutely shocked at the number of Huskies and other cold weather breeds I saw in Texas.
What was even more disgusting was the amount of shaved cold weather dogs I saw to the point they looked like bald large cats, cold dog breeds were also one of the most dumped dogs breeds I came across out there. I would see Huskies and newfoundlands outside for hours with temps as high as 103.
I now live in North Dakota and I have now found the same issue with dogs not compatible with the frigid often negative temperatures we face here, the amount of dogs I hear about facing issues with frost bite on their paw pads because they were either poorly protected or not protected at all is despicable.
I was appalled the first time I encountered someone who owned a hairless dog breed out here, since dogs can speak for themselves I've taken it upon myself to be their voice.
Seeing that had me seething, I would like to start a petition to make it a law or bill to make it a requirement to own cold weather or warm weather dog breeds that where you live gets an adequate amount of weather appropriate for your dogs breed.
Perhaps some kinda of rubric based off breed,fur thickness, history of a breeds natural climate, weight and size.(Ex. Chihuahuas should not be living somewhere that gets -30 and snows most the year)
Huskies just don't belong in places like Texas, Arizona or Nevada unless the city or area of the state they live in gets an adequate amount of snow and colder temps, I feel the same should apply to warm weather breeds like hairless dogs and dogs who have super short fur.
I just feel it's borderline cruel to have a dog in a incompatible climate, some might not think it's a big deal but I have also personally witnessed the overall effect it has on their physical and mental health having previously worked for and volunteered at local dog shelters. It's heartbreaking to see such beautiful creatures suffering from exposure to elements they're not built for.
My goal is to get enough signatures to bring it up at the next town meeting and push for not just new local laws but I want to build enough support to propose a Nationwide bill on dog ownership/ breeding of dog breeds incompatible with their residential climate.
