NY STATE & NY CITY - Battery Assisted Bicycles MAKE LEGAL

In New York City, I commute daily on a Battery assisted bicycle. Recently I was pulled over on a Bike Path, in Manhattan on the West Side of 9A. That bike path apparently has signs saying for persons to call a 212 number to report, Skateboards, Hoverboards, E-bikes. I was ticketed $500 for riding without pedaling. I was pedaling, but the Parks Enforcement saw me moving fast at night with my lights on. I am a safe rider, and have proper gear on my bike, tail light, and front headlight with a 5000 lumen light. I was very upset that I was ticketed, and i was worried, i might not be able to ride in other bike lanes using my bike that has a battery assist. My bike is no faster than some racing and road bikes. It has a 500 watt motor w batter power. Using the throttle alone, I can only ride around 18 miles per hour. I am so confused and now angry that my E-bike is considered ILLEGAL. I have seen regular bikes outpace and ride aggressive. I am just not understanding why are singling out Battery power bikes and placed them in a category like a motorcycle or moped. The bike is heavy and it cannot speed on its own. 

THE HYPOCRISY is ridiculous. In New York City, the Police do not enforce the regular bicycling rules. I ride every day in NY, and I can observe that bicyclists do not even use hand signals when riding. A lot of bikers ride without helmets, and at night, some bikers have no lights or reflectors. NYPD do not enforce the basic rules and laws in regards to biking and obeying bike paths and bike lanes. 

I see these delivery guys ride like jerks and I can see why E-BIKES are taking a bad rap. But, it is the individual rider that is the problem. NOT AN EBIKE. I have sen very bad bicyclists riding w their cellphones and riding w headphones on... that is AGAINST THE LAWS and RULES AS WELL. 

They need to have COMMON SENSE RULES with bikes and cars. Cars are polluting and they clog up NY CITY. E-BIKES are a great solution for getting around town... and if better bike lanes are added and EVERYONE FOLLOWS the rules, there would be no problem. 

THESE E-BIKES ARE ALL OVER ALREADY, SO HOW CAN YOU OUTLAW BIKES THAT ARE IN USE ????? EVER SINGLE DAY? ??? HUNDREDS OF E-BIKES RIDING AROUND???????????????????
