My AUTISTIC son is being denied schooling!!!

My son David Nieves jr is 6 years old and suffers from Autism. David was going to school in Long Island from 2016-2017 before we moved to Queens. Since he was attending school in Long Island the NYC school department did not want to accept his IEP and informed me they would need to evaluate him and create a new IEP. The CSE main office created a new IEP for my son and told me I will be contacted in a few days regarding my son's placement. I was given Felicia Polocoff- the supervisor's contact to follow up and was told to continuously call her multiple times all day, everyday until I get an answer or speed up the process. I basically harassed that number to no avail because I was never able to get through to her until today 09/18/17. I informed Felicia that my son had been out of school since 9/07/17 and to inform me of the status of David's placement, she gave me the run around, told me they don't have a seat for my child and referred me to another contact Celia Tronfeld- who is in charge of placements. Of course Celia doesn't pick up her phone so I haven't been able to get through to her. It has been 2 weeks and David has not been benefiting from the services he needs as an autistic child. David is just sitting around at home while all other kids get to go to school and learn. David is a good kid and doesn't deserve to be pushed away. Just because District 75 doesn't have a "seat" for my child that should NOT mean my son doesn't get to go to school and learn. It's not fair and I'm in awe at the excuse I'm being fed. By LAW my son should be in school and receiving ALL services that were recommended on his IEP. Please help David get into school and receive the services he needs as soon as possible. Please share and thank you for your time and efforts.
