This petition aims to aid prisoners and end high recidivism rates (the rate at which someone gets released from and then returns to prison due to similar criminal behavior) by allowing prisoners to obtain federal Pell Grants, which enable prisons and correctional institutions to provide education (GED, College, Vocational Training, Religious Programs) to those incarcerated.
A study funded by the Justice and Education Departments found that prisoner participation in these programs reduced recidivism by 43% and also found that for every dollar spent for education, the taxpayer saved $5.
Prisoners are people, and the justice system can be unfair, harsh, and unforgiving. Providing an education to a prisoner is not only the key to ending mass incarceration, it furthers society as a whole.
