LET ALL THOSE WHO LOVE THE ANC IN THE FREE STATE PROVINCE ALIGN THEMSELVES WITH THE MEMORANDUM BELOW. PRINT IT; DISCUSS IT; DISTRIBUTE IT; SIGN IT AND SEND IT TO ALL THE ANC OFFICIALS AT LUTHULI HOUSE; SEND IT TO ALL THE MEMBERS OF THE ANC NEC.
MEMORANDUM OF THE MEMBERS, ACTIVISTS AND SUPPORTERS OF THE ANC FOR THE RESOLUTION OF THE HISTORICAL CHALLENGES BESETTING THE ANC IN THE FREE STATE PROVINCE.
We members, activists and supporters of the ANC in the Free State Province, having noted that the movement is engulfed in a historical organizational crisis of credibility, have met in various platforms, mass community meetings, activists forums, branch representatives, social media, one on one telephonic discussions, and various exchange of ideas, amongst others, outlined the following:
1. the majority of the structures of the ANC in the Free State have long ceased to be representatives of the authentic general membership of the movement;
2. they serve solely at the behest of factional collectives which have for long been allowed to run amok in the Province;
3. are used as platforms of patronage and patronage dispensing;
4. marginalize people and are ring fenced to perpetuate the agenda of factionalism;
5. repeatedly fail to mobilize communities to advance the programs of the ANC;
6. are easily demobilized and disestablished when they resist the factional instructions of factional leaders because they generally don’t enjoy the support of communities;
7. hardly meet the quorum as prescribed in the constitution;
8. unable to identify talent and the potential in their localities, to enhance the knowledge wealth of the ANC
9. disregard the critical necessity to partner and cultivate alliance and civil society to advance and broaden the influence of the ANC
10. disregard community needs and interests and only take orders from the Provincial leadership.
Therefore considering the critically important need to rebuild, renew and strengthen the ANC in the FS Province, we commit to act in accordance with the 54th National Conference resolution on the Organizational renewal and redesign, and as illustrated by President Cyril Ramaphosa in the ANC 106th anniversary celebrations speech which states:
“The ANC’s 54th National Conference, which met in Johannesburg in December 2017, recognised that the movement has become deeply divided through factionalism, patronage, corruption and competition for resources. Structures of the movement have been weakened and the confidence of the people in the ANC has been eroded. This, and the development of social distance between elected leaders and the electorate, has damaged the bond between the ANC and the masses of the people.
Conference decided that the ANC should embark with immediate effect, on a far-reaching programme of organisation-building and renewal aimed at making it a more effective instrument of social and economic change. This will also involve extensive engagement with formations with which we used to work in the mass democratic movement and with organised civil society. We will reach out to our people as a whole through the various structures in which they are organised, from sports bodies to chambers of commerce to community based organisations and faith based groups. We will reach out to the veterans of the movement to ensure that they play a meaningful role in rebuilding the ANC and restoring its values. In doing this, we will build unity of purpose, ensuring that the ANC is strengthened as a vanguard of the process of social transformation.
In electing the new national leadership of the organisation, delegates at the 54th National Conference gave the new leadership a clear and unequivocal mandate to unite the movement, the Alliance and the people of South Africa.”
Based on the above illustration on the need for the unity renewal and rebuilding of the ANC, we further noted that the factional activities which have led to the ANC essentially becoming dysfunctional has led to the reality shown below:
A) the ANC support in the province has declined repeatedly since the 2009 National and Provincial elections
� the ANC won Mangaung Metro by a mere 54% from the apex large support of more than 80% in the 2005;
C) the above figure might as well be deceptive since 14 wards are the subject of the Electoral Court, on the allegation that ANC regional official/s stole the ballot boxes affecting materially the outcome in those wards;
D) the ANC lost the Metsimaholo Council due to deep ill feelings towards the factional and disrespectful ANC Provincial leadership which is generally viewed to be dismissive and behaving contemptuously towards the local structures;
E) the frustration of members has led to numerous court challenges which the ANC has lost, proving the current leadership’s penchant to transgress the very ANC constitution.
Having observed the above which is a clear signal of the manner and depth in which the ANC structures have been compromised and corrupted, it is our view and most sincere plea that the ANC National Officials and the National Executive Committee, should be seized with the important task of assisting the movement out of the abyss in the FS Province.
We sincerely request that the ANC national officials meet with the various representatives of activists and branches representatives, to assess this situation and assist its systematic arrest. We believe that the following should form the basis of any national intervention to address the immense and deep historical problems, that have become a layered legacy of wrongs that have completely destabilized the ANC in the province. These are the following:
@ The establishment of a Provincial Task Team whose life span should be at least two years.
@ Systematic disbandment and rebuilding of all the structures of the ANC and its Leagues.
@ The establishment of the PTT to be composed around comrades and veterans with a good track record in the ANC and led by those with a provable unbroken membership.
@ Work towards rebuilding the structures with a view of mobilizing them towards winning the support of the communities for the 2019 elections.
@) Strong focus on political education to satisfy the obligation to renew and rebuild the ANC as a formidable movement of the people of South Africa in their diversity.
We pledge our support for the newly elected national leadership, and believe that its current pronouncements inspire courage and confidence in the movement. Hence our believe that this memorandum will receive the prompt and favorable attention of the leadership.
As members, activists and supporters of the ANC we are ready and prepared to appear before your goodselves in the event we are called upon to do so, to elaborate on this submission.
