I would like for the president to consider issuing plastic bullets to the police and general public  to reduce the amount of casualties, when there's civil unrest riots and war on the streets the police use minimal force on crowds so why use fully armored bullets in every day life. 

I would like the off live ammunition to be more restricted and rubber bullets to be issued instead to the general public.
