Dear Sir, Madam,

We wish to bring to the attention of international human rights organizations the four wrongful detainments by the Vietnamese communist regime.

On 7 July 2018, the following persons have been arrested:

1. Mr. Huynh Duc Thanh Binh, a 22 years old university student, human rights activist
2. Mr. Tran Long Phi, a 20 years old facebooker, Vietnamese origin living in Thailand
3. Mr. Michael Phuong Minh Nguyen, a 54 years old U.S. citizen
4. Mr. Huynh Duc Thinh, a 67 years old former political prisoner, father of Huynh Duc Thanh Binh

Thomas Quoc Bao, a 37 years old facebooker, who was arrested at the same time as the first three mentioned above, but has gone missing when he was being taken back to his place of residence for "police investigation". His whereabouts is still unknown.

On 10 June 2018, there have been several large and peaceful demonstrations in the vicinity of Hoang Van Thu Park, Saigon city. More than five thousands persons have been protesting against the draft law of Special Economic Zones and the New Cybersecurity Law. The first law allows the Chinese to lease three zones in Vietnam for 99 years and the second one will restrict freedom of expression. This event has been widely reported in English media:

Except for Mr. Michael Phuong Minh Nguyen, the aforementioned men were present at this gathering. Their arrests might be the results of facial recognition.

Despite of their peaceful demonstrations the state media has reported that they are to be charged under Penal code 2015, article 109 with ´attempting to overthrow the state´. Under this penal article, the maximum penalties for the leading conspirators could turn into life imprisonment or even death penalty. This accusation is unjustified and excessive.

We, the people who are concerned about the human rights in Vietnam, call on the human rights organizations to put pressure on the Vietnamese government to release these four innocent men immediately and unconditionally.

Chúng tôi mong mỏi các tổ chức nhân quyền quốc tế của quý ông bà quan tâm đến trường hợp bốn người đang bị nhà cầm quyền cộng sản Việt Nam giam giữ sai trái.

Vào ngày 7 Tháng Bảy 2018, năm người đã bị liệt vào danh sách bị bắt. Trong năm người này có bốn người đã bị bắt và một người kia thoát được. Bốn người bị bắt là:

1. Anh Huỳnh Đức Thanh Bình, sinh viên đại học 22 tuổi, một người hoạt động nhân quyền
2. Anh Trần Long Phi, một facebooker 20 tuổi, người Việt sinh sống tại Thái Lan
3. Ông Michael Phương Minh Nguyễn, một công dân Hoa Kỳ 54 tuổi
4. Ông Huỳnh Đức Thịnh, một cựu tù chính trị 67 tuổi, thân phụ của anh Huỳnh Đức Thanh Bình

Thomas Quốc Báo, một facebooker 37 tuổi, cũng bị bắt cùng lượt với ba người đàn ông đầu tiên nêu trên, đã mất tích khi ông bị công an dẫn về nhà để "khám xét". Hiện giờ không ai biết ông đang ở đâu.

Vào ngày 10 Tháng Sáu 2018, một cuộc biểu tình lớn nhưng ôn hòa nổ ra xung quanh công viên Hoàng Văn Thụ, thành phố Sài Gòn. Hơn năm ngàn người biểu tình phản đối Luật Đặc Khu và Luật An Ninh Mạng. Luật đầu cho phép Tàu Cộng được mướn ba khu kinh tế ở Việt Nam trong vòng 99 năm và luật thứ nhì nhằm hạn chế tự do ngôn luận. Sự kiện này đã được các hãng tin tiếng Anh loan báo rộng rãi:

Trừ ông Michael Phương Minh Nguyễn ra tất cả những người nêu trên đã có mặt ở cuộc biểu tình này. Có thể họ đã bị bắt vì bị nhận diện bằng kỹ thuật điện tử vi tính.

Mặc dù những người nêu trên chỉ tham gia biểu tình ôn hòa, báo chí nhà nước đã khởi tố họ bằng Luật Hình Sự 2015, điều 109: "hoạt động nhằm lật đổ chính quyền nhân dân". Dưới điều luật này, hình phạt đối với những người chủ mưu từ 12 năm đến chung thân thậm chí có thể là án tử hình. Sự buộc tội này không công bằng và rất quá đáng.

Chúng tôi, những người quan tâm đến nhân quyền Việt Nam, kêu gọi các tổ chức nhân quyền quốc tế làm áp lực đến nhà cầm quyền Việt Nam để sớm trả tự do lập tức và vô điều kiện cho bốn người vô tội nêu trên.
