Representative Michelle Ugenti-Rita (LDXX) has introduced House Bill (HB) 2011. It modifies the state statue to eliminate any oversight to individuals who wish to do “hair styling”. This includes shampooing, blow-drying and styling with curling or straightening implements. This simply means that any unlicensed individual could compete with licensed individuals and establishments while potentially infecting consumers with numerous diseases and parasites while simultaneously causing physical injury. There would be no training required for identifying scalp conditions, safety, technique or sanitation; additionally there would be no oversight, regulation or action available for complaints or injury short of legal action by way of lawsuits. There is no way to predetermine the negative impact this would have on licensed professionals by the uninformed public.
