Why this petition matters

WHEREAS, more than 3 million American citizens live in the organized US territories of Guam, the Northern Mariana Islands, Puerto Rico, and the US Virgin Islands; and

WHEREAS, all born within the organized territories are natural-born US citizens; and

WHEREAS, residents of the organized territories pay most types of federal taxes including, but not exclusively, payroll taxes for Social Security and Medicare; and

WHEREAS, one in eight adult Guamanians are American military veterans and 30% of Guam's land is owned by the US military, both rates being higher than any US state; and

WHEREAS, Puerto Rico has more American citizens than 20 US states; and

WHEREAS, Americans living in the organized territories are subject to a mandatory military draft at the order of the President; and

WHEREAS, the organized territories do not send voting Representatives or Senators to Congress, do not vote for the President or Vice President, and have no form of representation in the federal government; and

WHEREAS, the United States was in large part founded to end taxation without representation; and

WHEREAS, the idea of America inherently rejects the concept of the second-class citizen, believing that all people are equal under God and all Americans equal under the Constitution and the law; now, therefore,

WE THE PEOPLE ask both houses of the United States Congress and the legislatures of the 50 states to propose and ratify a constitutional amendment allowing American citizens residing in the organized territories to vote for presidential electors, who in turn vote in the Electoral College for President and Vice President, to finally achieve universal suffrage in the United States of America.

A copy of this request, this paragraph omitted, will be sent to the US congresspeople and state legislators of all who have signed it, as determined by the ZIP codes of the signees.
