Off campus lunch currently is just for seniors, however allowing juniors to go off campus for lunch would space out the option area and the lunchroom. It also gives them time to go home and prepare for any extra homework. It also allows juniors to safely leave the building rather than having to sneak out through other doors and getting in trouble.
